 Program Overview: Health Systems Strengthening (HSS)

The Health Systems Strengthening (HSS) team at CHAI collaborates with Ministries of Health and Finance to design resilient, equitable, and sustainable health systems. This work focuses on:

  • Increasing and optimizing domestic and international health financing

  • Strengthening national systems such as the workforce, digital infrastructure, and supply chains

  • Implementing reforms to improve efficiency, equity, and service delivery outcomes

In response to global funding challenges and economic constraints, CHAI’s HSS team helps governments rethink resource mobilization, allocation, and management to ensure value for money and equitable healthcare delivery.


 Position Overview

The Senior Associate, Health Systems Strengthening will be a key member of CHAI’s regional HSS team in East Africa, working across multiple countries to strengthen health systems.

This individual will provide strategic, analytical, and programmatic support to CHAI country teams and governments. The role involves knowledge sharing, strategy development, fundraising support, and cross-country coordination.

The position reports to the Associate Director of Country Support on the Global HSS Team and will liaise with regional and global teams.

Key Responsibilities

1. Strategic and Technical Support

  • Collaborate with HSS country support teams to align technical assistance with government priorities.

  • Support CHAI country teams to design and implement cross-cutting health system reforms, including workforce optimization, service delivery improvements, and new financing mechanisms.

  • Conduct gap analyses, cost assessments, and efficiency studies to inform policy and investment decisions.

  • Strengthen data-driven decision-making by developing analytical tools, visualizations, and presentations for governments and partners.

2. Cross-Team Coordination & Grant Management

  • Serve as the primary liaison for CHAI country teams in East Africa.

  • Support grant management, reporting, and donor communications.

  • Prepare meeting materials, progress reports, and monitoring updates.

  • Track country-level performance indicators and outcomes, identifying areas for improvement.

3. Knowledge Management & Communication

  • Capture and synthesize lessons learned from HSS projects for internal and external sharing.

  • Develop technical briefs, case studies, and impact reports for advocacy and learning.

  • Contribute to CHAI’s global communication strategy through success stories and reports that highlight program impact.


 Qualifications and Experience

Minimum Requirements:

  • Bachelor’s degree in Public Health, Economics, International Development, or a related field (Master’s preferred).

  • At least 4 years of professional experience in global health, health systems, or development.

  • Strong analytical, problem-solving, and project management skills.

  • High proficiency in Excel and PowerPoint for analysis and presentations.

  • Excellent written and verbal communication skills.

  • Proven cultural competence and ability to work in diverse, multicultural environments.

Preferred Qualifications:

  • Experience in health financing, monitoring and evaluation, or knowledge management.

  • Prior work with government health ministries in low- or middle-income countries.

  • Strong understanding of donor transitions and aid effectiveness frameworks.
